Our client is one of the largest EPCM companies in the renewable and energy insfrasructure sector. FOr their project team they are looking for a Mechanical engineer who will take an active part in all (preconstruction, construction, engineering, commissioning) phases of the projects. This is a role that will enable you to gain experience in all areas of a project cycle. 

The Mechanical Site Engineer (MSE) works closely internally with the Construction Manager (CM), the Logistic Team (LT), the Designer team (DT), Facilities Team (FT) and Account Department (AD) within thr company as well as externally with Subcontractors, Main equipment and local suppliers to achieve the goals set by the company.

 The MSE should report daily and weekly to the CM and discuss any matters encountered on site. The MSE represents the company on-site and his/her judgement and behaviour should be according to this.The MSE will oversee all the mechanical works activities involved in the solar plant, check the allocation and coordination of internal and external resources, (suppliers, subcontractors, etc.) for the on-quality, on-time and on-budget execution of the project.

 A brief outline of the job in hand can be seen below:

  1. A.   Pre–Construction

1)     Pre-design

 

  • Understanding of racking system and its mounting process, identifying difficulties, risks, etc., and suggesting possible improvements to the design or the installation process.
  • Coordination/liaise with different Teams and Subcontractor for questions related to the Mechanical Installation (drawings, deliveries, access, storage areas, local regulations, etc.) in order to elaborate the planning and Schedule.
  • Assessing Subcontractor appropriate estimation of manpower for the Project.
  • Assessing Subcontractor adequate selection of equipment and tools and their suitability for the Project in terms of quantity and quality.
  • In coordination with the CM, ensuring Mechanical Subcontractor meets H&S and authorities’ requirements prior to work commencement.
  • In coordination with QA/QC, ensuring that both tracking system and Subcontractor meet the quality requirements.
  • Identify local material and equipment suppliers for punctual needs during works.
  • Coordination with LT to ensure that deliveries are on track and report progress to CM.

2)     2-3 weeks prior to construction:

  • Coordination with the FT to ensure that that the facilities are ready to receive the material and the manpower for the Mechanical Installation.
  • Coordination with LT to ensure that deliveries are on track and their right location of the material on site. Report progress to CM.
  • Follow up with Subcontractor mobilization according to the works and schedule needs.
  • Follow up with Subcontractor equipment delivery and right allocation on site.
  • Coordination with QA/QC for assurance of quality during this period and prepare for the construction period.
  • In coordination with the AD, get the local material and equipment suppliers set up and ready for eventual purchases/rents.

3)     Review of Site-Specific Documentation

  • Receive and review detailed design folder including preliminary layout drawings, datasheets, installation manuals, bill of materials, programme of works, delivery schedule of all material/equipment, list of suppliers and subcontractors and their scope of work (SoW). Discussion with Designer/CM for queries. Suggestions for changes should be made as early as possible.
  • Review and plan for specific H&S and planning requirements of the site.
  1. B.   Construction Phase

1)     Kick–off Meeting

  • Site kick off meeting with all parties involved (CM, MSE, main subcontractor, Designer Team, LT) prior to works commencement.

 

2)     Compound Setup

  • Initial groundhog and skip should be delivered to site on day one (ordered by the CM) (if required).
  • In conjunction with the CM and FT coordinate the layout of welfare/compound to optimise space and the ability to close down the site easily and quickly with the minimum amount of disruption to all.  Try to avoid having to relocate welfare when closing site down, think before you land initial welfare.
  • Ensure adequate separation between welfare and materials/plant storage

3)     Management of Equipment Deliveries and Plant Hire

  • Monitoring of material flow and delivery dates according to delivery schedule, either being from local suppliers (aggregates, concrete, etc.), or overseas, using appropriate tools.
  • Quality and quantity check of received materials
  • Inform CM for any changes/delays in works schedule, material delivery/quantity. This should be done by closely monitoring daily subcontractor production and material management.
  • Keep hard and scanned copies of all necessary documentation from delivered materials/resources from main suppliers and local companies e.g. aggregates, steels etc. (FT to log deliveries of additional welfare, plant, fuel, water etc.).
  • Check quantities, hourly rates of received invoices from local suppliers/subcontractors. Inform CM for any forthcoming additional expenses.
  • Source price quotes for any necessary resources required in the best interest of the company. More than two quotes are required in order to be able to compare prices. Prices to be delivered to the CM. 

4)     Reporting

  • Complete and send daily reports to the CM
  • The METKA-EGN daily report shall include percentage of works completed, updated works schedule, photos, comments for forthcoming key events that will require the attention/action of the CM.
  • Produce the Goods Received Note for the overseas deliveries to be sent to the CM.

5)     Technical Design Implementation

  • Strict implementation of project design, client specifications and planning requirements. Any proposed changes required during construction should firstly be discussed with the CM and sent to Designer for approval prior to implementation.
  • Technical queries should be discussed with the CM and then if the CM needs clarifications should escalate them to the Designer (always send by the CM) .

6)     Subcontractor Management

  • Supervision of all subcontractor activities in order to fulfil agreed schedule and SoW:

Piling

    • In collaboration with DESIGN team , to ensure that the marks are according with the last update of the design. If there are changes during the process, to officially communicate them to the subcontractor and check that the changes were followed.
    • In collaboration with our Surveying team, ensuring the correct and accurate surveying and staking previous to post driving.
    • In coordination with the Piling Team,following up of the post driving process

Racking

    • In collaboration with LD, structure material delivery from compounds to trackers location according to layout, avoiding damage to the parts.
    • Racking system mounting, checking the right use of material in order to avoid lost or stolen goods.
    • Check Structure adjustments, levelling and alignment according to the tolerances founded in installation manual.
    • Mechanical Installer support of any kind during installation.
    • In collaboration with QA/QC, supervision of the Mechanical Installer own pre-commissioning.
    • Check and ensure that the subcontractor respect the right torques on the screws.

Modules

    • Assessing Modules delivery to trackers location, checking for a low percentage of damaged modules in the operation.
    • Checking Modules assembly according with Installation manual, taking in consideration the correct use of the fixing systems, correct alignment, without damages.

 

Finishing Works and Tasks

  • Site tidying (remove all skips when completed)
  • Support the FT and CM to coordinate the off-hire and collection of all welfare on site including formulating a close down plan
  • Support the CM to coordinate the back loading of all materials to the warehouse.
  • Daily monitoring of subcontractors arrival, workforce, machinery, work progress against the SoW
  • Day-to-day management of the site
  • Daily meeting with the main subcontractor’s PE/representative to discuss “tomorrow’s” schedule and once per week a meeting to discuss the week ahead
  • Based on project schedule, define the monthly and weekly target of the project
  • Daily monitoring of the material use of the subcontractor in order to have a clear picture that the materials in stock are sufficient.  
  • Daily subcontractor works quality check in order to follow specifications/drawings of project and good practice. Oversee the selection and requisition of materials.
  • Ensure that the work carried out by the subcontractors and other related activities are as per the safety regulation
  • Maintain site in an acceptable condition at all times (tidiness–groundworks/rubbish/leftover material etc.) in collaboration with subcontractors
  • Liaise and meet with other subcontractors employed by the Client and escalate any enquiries to the CM.
  • Check plans, drawings and quantities for accuracy of calculations. Manage, monitor and interpret the contract design documents supplied by DT and CM.

 

  1. C.    Post Constructions Works and Activities

 

1)     Works Completion

  • Visit:
    • Attend the works completion visit with the CM, the Client and the Technical Advisor (TA).
    • Punchlist (PL):
      • The CM will provide the PL to the main subcontractors PE/representative and other contractors e.g. fencing and planting subcontractors to work on immediately.
      • Work closely with the CM to monitor the progress of the completion of each item of the list and provide the CM with pictures to demonstrate item closure.
      • Final documentation
        • Provide information to the CM and the Designer to complete the As-Built Drawings of any:
          • Changes in trackers location.
          • Changes in posts installation.
          • Changes in racking assembly.
          • Changes in modules distribution.
          • Any other change that happened during construction.
          • Final photos pack
            • Provide information to the CM and the Designer to complete the As-Built photo pack:
              • Trackers details photos.
              • General site photos.

 

2)     Provisional Acceptance (PAC)

  • Visit:
    • Attend the PAC visit with the CM, the Client and the Technical Advisor (TA).
    • Punchlist (PL):
      • The CM will provide the PAC PL to the main subcontractors PE/representative and other contractors e.g. fencing and planting subcontractors to work on immediately.
      • Work closely with the CM to monitor the progress of the completion of each item and provide the CM with pictures to demonstrate item closure.
